The short answer

What to do first

Check Council Tax Reduction, disability band reduction, severe mental impairment and single-person discounts, plus Northern Ireland rates support.

Start here: Check whether the property is in England, Scotland or Wales, where Council Tax applies, or Northern Ireland, where domestic rates apply. Find the council or Land and Property Services contact on the bill. Record the account number, band or valuation, liable person and any arrears. If the bill is unaffordable, contact the authority promptly and ask about a payment arrangement while your application is considered; do not ignore reminders.

Scope of this guide

This guide helps you understand the options and questions to ask. It is not personal medical, legal or financial advice. Check the official sources for your nation and seek qualified help for high-stakes decisions.

Who this guide is for

For people whose income, household, disability or property adaptations may affect their Council Tax or Northern Ireland domestic rates bill.

Council Tax support is made up of different schemes with different tests. A low-income reduction, a household discount, a disability-related band reduction and a severe mental impairment disregard are separate routes; one application does not necessarily cover another. Pension Credit can help with eligibility but does not automatically change every bill. Check the authority named on the bill, apply in writing and keep evidence of household changes and the date you first qualified.

What to prepare and ask for

1. Identify the billing authority and current bill

Check whether the property is in England, Scotland or Wales, where Council Tax applies, or Northern Ireland, where domestic rates apply. Find the council or Land and Property Services contact on the bill. Record the account number, band or valuation, liable person and any arrears. If the bill is unaffordable, contact the authority promptly and ask about a payment arrangement while your application is considered; do not ignore reminders.

2. Apply for Council Tax Reduction on low income

In Great Britain, Council Tax Reduction is administered by the local council and each area sets its scheme within national rules. Apply even if you receive Pension Credit or another benefit; the council may need a separate form and evidence. Gather income, savings, household details, rent and benefit letters. Ask whether the scheme is pension-age or working-age and whether it can be backdated. In Northern Ireland, use the rates support and Rate Rebate route rather than a Council Tax Reduction application.

3. Check the single-person discount and household counts

A property with only one adult counted for Council Tax can qualify for a 25% single-person discount. Some residents, including qualifying students and people with severe mental impairment, may be disregarded when the authority counts adults. Tell the council who lives there and from when; do not assume a temporary stay or carer visit changes liability. If another adult moves in, report it and ask the authority to confirm the revised bill.

4. Ask about severe mental impairment disregard

A person may be disregarded for the adult count if they meet the legal test, have a qualifying medical certification and receive a qualifying benefit. The council decides using its evidence requirements; a diagnosis alone does not automatically grant the discount. If every adult resident is disregarded, the property may be exempt; if one counted adult remains, a 25% discount may apply. Ask the GP or relevant clinician about certification and submit the benefit evidence requested.

5. Apply for a disability band reduction

A property may qualify if a disabled person needs a room or space, an additional bathroom or kitchen, or indoor wheelchair space that is essential to their needs. The authority checks the actual layout and use. In most bands, the bill is reduced as if the home were one Council Tax band lower; for a Band A home, the reduction is 17%. Describe the facilities and their purpose, and ask what inspection or evidence is required. This is not a general disability discount.

6. Check Northern Ireland rates relief separately

Northern Ireland has domestic rates rather than Council Tax. Lone Pensioner Allowance can reduce the bill by 20% for qualifying people aged 70 or over who live alone. Disabled Persons Allowance can reduce rates by 25% where the home has qualifying adaptations for a disabled person. Rate Rebate may help people on Universal Credit and pension-age Housing Benefit may also apply. Apply through Land and Property Services and keep the award and effective date.

Evidence and questions

Common questions

Can Pension Credit reduce my Council Tax?

It can help someone qualify for their council’s Council Tax Reduction scheme, but the reduction is not always automatic. Apply separately to the council and provide the Pension Credit award and any other evidence requested. In Northern Ireland, Council Tax does not apply; ask Land and Property Services about rates support.

How much is the single-person Council Tax discount?

The standard single-person discount is 25% when only one adult counts as resident. Some adults are disregarded when counting, including eligible students or people who meet the severe mental impairment rules. Tell the council about everyone living in the home so it can confirm the correct bill. Tell the authority promptly when someone moves in or out.

Can disability lower my Council Tax band?

A disability band reduction may apply when the property has an additional room, bathroom or kitchen, or wheelchair space indoors that is essential to the disabled person. It is not awarded simply because a resident is disabled. The council checks the home and, if it qualifies, usually bills one band lower.

Does Northern Ireland have Council Tax?

No. Northern Ireland uses domestic rates, administered by Land and Property Services. Support includes Lone Pensioner Allowance, Disabled Persons Allowance and Rate Rebate for eligible people. Apply through the relevant rates service and do not use Council Tax forms for an NI property. Check that the reduction starts from the date you became eligible. Check that the reduction starts from the date you became eligible.

Before you act

Write down the outcome you want, the names and dates involved, and the evidence or documents you already have. Ask for important decisions, costs and next steps in writing. If information is unclear, ask which nation’s rules are being used and when the decision will be reviewed.

If there is a delay or disagreement

Keep a short factual record of calls, letters and missed actions. Ask for the responsible person, the written reasons, the complaints or review route and any deadline. Immediate health or safety risks should be escalated separately rather than waiting for a routine complaint.

Differences across the UK

Council Tax operates in England, Scotland and Wales; local Council Tax Reduction schemes and application details vary. Scotland also has national discount and exemption rules administered through councils. Northern Ireland uses domestic rates, not Council Tax, with Lone Pensioner Allowance, Disabled Persons Allowance, Rate Rebate and other reliefs through Land and Property Services. Do not use a GB percentage or scheme for a Northern Ireland property; follow the authority and valuation on the bill.
